India Revises Anti-Dumping Duty on Decor Paper Imports from China

The Government of India has revised the anti-dumping duty on imports of decor paper originating from or exported by China.

The new duty structure follows the recommendations made by the Directorate General of Trade Remedies (DGTR) in its final findings of a mid-term review concluded in March 2025.

The notification replaces the earlier duty table outlined in Notification No. 77/2021-Customs (ADD), dated December 27, 2021.

The revised duties, effective immediately, aim to address the continued dumping of “Decor Paper” by Chinese exporters, which has caused material injury to the Indian industry. The duty rates now vary depending on the Chinese producer, ranging from USD 110 to USD 542 per metric tonne (MT):

USD 110/MT for products exported by Shandong Boxing Ouhua Special Paper Co., Ltd. and Zibo OU-MU Special Paper Co., Ltd.

USD 297/MT for products from Hangzhou Huawang New Material Technology Co. Ltd.

USD 542/MT for exports by all other producers/exporters in China or any other country when originating from China.

Decor paper is a base material used in the manufacture of high-pressure and low-pressure decorative laminates, widely used in furniture and interiors. The specified product includes various types such as surfacing paper, liner, barrier paper, overlay paper, and print base paper, but excludes printed decor paper under a different tariff classification.

The review was initiated in March 2024 under Rule 23 of the Customs Tariff Rules, 1995, and the new duty is imposed under Section 9A of the Customs Tariff Act, 1975.

The revision aims to ensure fair trade and provide a level playing field for domestic manufacturers facing unfair pricing practices from abroad.
