India Imposes Anti-Dumping Duty on Imports of These Key Industrial Chemicals from China and USA

The Ministry of Finance has officially imposed anti-dumping duties on the import of Potassium Tertiary Butoxide (KTB) and Sodium Tertiary Butoxide (STB) from China and the United States of America.
The Directorate General of Trade Remedies (DGTR) concluded that the chemicals namely Potassium Tertiary Butoxide (KTB) and Sodium Tertiary Butoxide (STB) were being dumped in the Indian market at prices significantly below their normal value, causing material injury to Indian producers.
KTB, used extensively in pharmaceuticals and organic synthesis, is being dumped from China and the USA. Imports from these countries were found to undercut domestic prices and hurt local manufacturers.
The government has levied duties up to USD 1,710 per metric tonne on various exporters, with GenChem & GenPharm (Changzhou) Co., Ltd. facing a lower duty of USD 929 per metric tonne for KTB originating from China.
For STB, while GenChem & GenPharm has been exempted from duties, other Chinese producers face an anti-dumping duty of USD 304 per metric tonne.
The final findings by DGTR, dated March 25, 2025, confirmed the presence of dumping, injury, and price undercutting in the Indian market. Based on this, the Central Government exercised its powers under the Customs Tariff Act to impose duties for a period of five years.
The duties will apply regardless of the country of export, focusing instead on the country of origin and producer identity. The exchange rate for calculating the duties will be based on the rate notified by the Ministry of Finance on the date of the bill of entry.
