Officers Promoted To Grade Of Assistant Commissioner Of Customs & Indirect Taxes In Level 10

The President has notified the promotion of the officers to the grade of Assistant Commissioner of Customs & Indirect Taxes in Level 10 [Pay Band 3 with Grade Pay of Rs. 5400/- (pre-revised)] on purely ad-hoc basis with immediate effect and until further orders, against the temporary posts of Assistant Commissioner of Customs & Indirect Taxes created as a result of cadre restructuring of CBEC (now CBIC) in the year 2013 for a period of 5 years, extended till 18 December, 2027.

The promotion to the grade of Assistant Commissioner of Indirect Taxes & Customs is made purely on ad-hoe basis and does not confer any right on the officers so promoted for any claim for continued officiating or regular promotion in the grade of Assistant Commissioner of Customs & Indirect Taxes and the period of such service shall not count for seniority or as a qualifying service for further promotion. Government reserves the right to terminate the ad-hoc promotion and revert the officers) to the post from which he/she was Promoted.

The ad-hoc promotion of the officers mentioned in Annexure-I & Il shall be on in-situ basis, till the time their postings are decided by the competent authority.

The ad-hoc promotions shall be subject to the decision of the competent authority for regular promotion based on UPSC’s recommendation.

The ad-hoe promotions shall be subject to the outcome of SLP (C) No. 30621/2011 (Jarnail Singh and Others Vs. Lachhmi Narain Gupta and others) and all other connected matters pending before the Supreme Court. The ad-hoc promotions will also be subject to all other matters pending before CAT or High Courts.

The Principal Chief Commissioner/Principal Director General, CBIC and all other supervisory authorities concerned shall ensure that if any of the officers under suspension or facing any chargesheet or prosecution, he/she should not be allowed to assume charge of the post of Assistant Commissioner of Customs & Indirect Taxes and this fact should be reported to the Board immediately. 

Further, if any of the officershas taken VRS or has resigned or has expired, this order would not be applicable to him/her and the supervisory authority concerned shall report the facts relating thereto to the Board immediately.

The joining report of the officers with name, designation, date of birth, current zone, mobile number and e-mail ID may be sent to the Board and Pr. ADG (HRM-II) latest by 13 October, 2025.
