The Central Government has notified June 24, 2026, as the date from which the provisions of the Jan Vishwas (Amendment of Provisions) Act, 2026 relating to the Tea Act, 1953 will come into force.
The notification, issued by the Ministry of Commerce and Industry (Department of Commerce), operationalises Serial No. 17 of the Schedule to the Jan Vishwas (Amendment of Provisions) Act, 2026, which deals specifically with amendments to the Tea Act, 1953. The notification has been issued in exercise of the powers conferred under Section 1(2) of the Jan Vishwas Act.
What Changes Under the Tea Act?
The amendments form part of the Centre’s broader policy of decriminalising minor and technical regulatory offences to improve the ease of doing business while ensuring continued compliance through administrative enforcement.
Under the revised framework applicable to the Tea Act, minor procedural violations that earlier exposed businesses to criminal prosecution are now dealt with through a graded enforcement mechanism. Instead of immediately initiating criminal proceedings, authorities are empowered to issue a warning and an opportunity to rectify the default for a first-time violation. Monetary penalties apply for repeated non-compliance, thereby replacing criminal consequences for technical breaches.

The amendment is intended to distinguish between deliberate violations and inadvertent procedural lapses, thereby reducing litigation and the compliance burden on tea manufacturers, exporters and other stakeholders regulated under the Tea Act.
Part of Wider Jan Vishwas Reforms
The enforcement of the Tea Act amendments is one among several notifications issued by different Ministries to operationalise the Jan Vishwas (Amendment of Provisions) Act, 2026. The legislation represents one of India’s largest regulatory reform exercises, amending around 80 Central Acts, decriminalising over 700 minor offences, and replacing imprisonment for technical defaults with civil penalties, adjudication mechanisms and proportionate enforcement measures. The reforms are aimed at promoting ease of doing business, ease of living, and trust-based governance.
