Amand Shah Appointed GSTAT Technical Member; Known for Driving Customs Reforms: Know Him

Amand Shah, a recently retired senior IRS officer with over three decades of experience in customs and indirect tax administration, has been appointed as a Technical Member of the Goods and Services Tax Appellate Tribunal (GSTAT).

Amand Shah recently retired as a senior IRS officer with a distinguished career in customs and indirect taxes.  

He served as Principal Director General (Principal Chief Commissioner) of Human Resource Management (DGHRM) at CBIC, where he led significant reforms and digitalization efforts, including the implementation of digital APAR management (SPARROW-CBIC) and the e-Pratiniyukti portal, impacting over 80,000 officers and improving transparency and efficiency. His tenure emphasized career progression, cadre restructuring, employee welfare, and fostering a human-centric governance culture.

Earlier, Shah was Chairman cum Technical Member of the National Anti-Profiteering Authority (NAPA) for GST, playing a key role in consumer protection under GST laws by ensuring that tax benefits were passed on to consumers. 

Additionally, Shah has contributed to policy and academic literature, especially in plant quarantine and environmental policy, with publications under FAO and UNEP. His career spans over three decades with expertise in tax administration, legal adjudication, and policy formulation.

In sum, Amand Shah is known for his leadership in customs and indirect tax reforms, digital transformation, and consumer-centric GST implementation in India.
