DGFT Mandates Registration of Solar and Wind Equipment Imports on REEIMS from November 2025

The Directorate General of Foreign Trade (DGFT) has amended the import policy conditions for several items under Chapters 70, 73, 84, and 85 of the ITC (HS) 2022. The changes, notified through Notification No. 40/2025-26, will come into effect from November 1, 2025.

Under the new framework, importers of specific solar and wind energy components will now be required to register their consignments on the Renewable Energy Equipment Import Monitoring System (REEIMS) maintained by the Ministry of New and Renewable Energy (MNRE) prior to import.

Mandatory REEIMS Registration for Solar and Wind Equipment

The notification introduces a mandatory pre-import registration requirement for certain products used exclusively in renewable energy projects:

Items under HS codes 70071900, 85414200, and 85414300—including toughened safety glass and photovoltaic cells (assembled or not)—must be registered on REEIMS prior to import.

Items under HS codes 73082019, 84833000, 84834000, 85016420, 85016430, 85023100, and 85030090, which have end-use in wind-operated electricity generation, will also require REEIMS registration.

Registration Procedure and Validity

The DGFT has specified the procedural requirements for importers applications must be submitted at least two days in advance for air cargo and five days in advance for sea and land routes. Each registration will remain valid for three months from the date of issuance. No registration fee will be charged. A single registration can cover multiple consignments, but it will be specific to one designated port—whether seaport, airport, or land port. Importers must declare the intended end-use of the imported components while applying for registration.

The condition will apply uniformly across air, sea, and land imports.

Revised Import Policy Conditions

The amendment affects several product categories, shifting them from a “Free” import policy to “Free – subject to policy conditions” tied to the new registration requirement. These include:

The import policy for selected renewable energy-related equipment has been modified to include mandatory REEIMS registration before import, applicable across all modes of import.
