Balaji Manoharan Appointed as Joint Registrar of GSTAT at Chennai

The Government of India has appointed Balaji Manoharan, an officer of the Indian Revenue Service (IRS, C&IT: 2015 batch), as Joint Registrar of the Goods and Services Tax Appellate Tribunal (GSTAT) on deputation basis. The appointment, issued through an official order by the Department of Revenue, Ministry of Finance, will be for a period of three years from the date of his joining.

According to the Office Order No. 123/2025, signed by Kuldeep Chaudhary, Under Secretary to the Government of India, Balaji Manoharan, who is presently serving as Joint Commissioner in the Jaipur GST & Central Excise Zone, will assume charge at the Principal Bench of GSTAT, New Delhi. The posting is in the Level-12 pay scale as per the 7th Central Pay Commission (CPC).

The order specifies that the officer must join the Principal Bench, GSTAT, New Delhi within 21 days from the date of issuance of the order. The deputation will continue either for three years or until further orders, whichever is earlier.

The document also outlines the conditions governing the deputation period. It clarifies that Shri Manoharan will be deemed to have been relieved upon expiry of the deputation period unless extended with proper approval. Any overstay beyond the approved tenure will attract disciplinary action, and the period of overstay will not count towards pension or increment. Additionally, if the officer fails to rejoin his parent cadre after the deputation period, proceedings for deemed resignation may be initiated.

The terms and conditions of the deputation will be governed by the rules and instructions issued by the Department of Personnel & Training (DoP&T) from time to time.
