The Directorate General of Foreign Trade (DGFT) has amended Para 10.16 of the 2023 Handbook of Procedures (HBP), expanding the scope of the General Authorisation for Export of Chemicals and Related Equipment (GAEC). The revised guidelines are effective immediately.
The amendment, announced via Public Notice No. 17/2025-26, enhances export permissions under the Strategic Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) list. Notably, the revision facilitates exports of chemicals listed in Appendix 10(N) not just to pre-approved destinations but potentially to additional countries, subject to DGFT’s review.
Exporters can now apply for GAEC for chemicals in Appendix 10(N) to both listed countries and additional countries pending DGFT approval.
This provision includes items under Categories 1C, 1D, 1E, 3D001, and 3D004 (excluding software and technology).
A new sub-paragraph (10.16(A)(I)(b)) has been added. Exporters intending to ship to non-listed countries must declare those destinations for appropriate consideration. Exporters may optionally submit Authorised Economic Operator (AEO) certifications or Status Holder Certificates to strengthen their application.
Applications are to be filed via the online SCOMET portal using proforma ANF-10A.
