In a major development within India’s tax administration framework, Shri Shaik Khader Rahman, an accomplished officer of the Indian Revenue Service (IRS) from the 1992 batch, has been appointed as the Technical Member (Centre) of the Goods and Services Tax Appellate Tribunal (GSTAT). With over three decades of distinguished service in various capacities, Rahman brings deep expertise and multifaceted experience to this critical quasi-judicial role.

A Veteran Administrator with a National Footprint

Shri S.K. Rahman currently holds the position of Chief Commissioner of CGST & Customs, Thiruvananthapuram Zone, a role he assumed on March 6, 2025. His jurisdiction spans across the state of Kerala and the Union Territory of Lakshadweep. Prior to this, Rahman has held several pivotal roles within the Department of Revenue, showcasing his capabilities in policy-making, enforcement, litigation, IT systems, and international cooperation.

His tenure has seen him shoulder key responsibilities across India’s tax administration apparatus—ranging from anti-smuggling operations and GST law execution to IT infrastructure development and legal representation before the CESTAT (Customs, Excise and Service Tax Appellate Tribunal). His wide-ranging postings have taken him from Tuticorin to Delhi and from Mumbai to Guntur, reflecting his pan-India administrative footprint.

Accolades and International Recognition

Rahman’s stellar career is decorated with prestigious honors:

  • President’s Medal for Distinguished Service (2008) – Notably, he was the youngest IRS officer to receive this honor, awarded in his 14th year of service.
  • Certificate of Merit from World Customs Organisation (2011) – Conferred in Brussels for his exceptional contribution to Customs administration in India.
  • DG’s Commendation Medal from the Narcotics Control Bureau (1995) – For commendable service in the field of narcotics control.

In addition to these, the Central Board of Indirect Taxes and Customs (CBIC) recently recognized his leadership in the Thiruvananthapuram Zone with commendation certificates for outstanding performance in GST registration and timely disposal of appeals—a testament to his administrative efficiency and taxpayer facilitation efforts.

Thought Leader and Global Collaborator

Rahman’s academic credentials include a Bachelor of Engineering (Hons) from the prestigious Birla Institute of Technology and Science (BITS), Pilani. Over the years, he has earned a reputation as a prolific speaker and trainer, having served as faculty at the National Academy of Indirect Taxes and other regional academies.

He has addressed leading industry bodies such as CII, FICCI, ASSOCHAM, FIEO, and others, sharing insights on evolving tax regimes, compliance, and digitization. His work has also extended internationally—he has collaborated with the governments of Maldives and Tanzania on matters related to Customs administration and represented India in global forums such as Brussels.

Looking Ahead: GSTAT Role Crucial for Taxpayers

The appointment of S.K. Rahman to the GST Appellate Tribunal comes at a crucial time when the GSTAT is being operationalized across India to streamline tax dispute resolution.
