B.Sc. Nursing Counseling for 2025-26 Put on Hold by Rajasthan High Court Pending NOC Clearance

The Rajasthan High Court has stayed the ongoing counseling process for admissions to the B.Sc. Nursing course for the academic year 2025-26, directing that it will resume only after the necessary No Objection Certificates (NOCs) are finalized.

The bench of Justice Dr. Pushpendra Singh Bhati and Justice Bipin Gupta while hearing a special appeal writ filed by the Rajasthan University of Health and Sciences (RUHS), Jaipur. The appeal named the State of Rajasthan, the Rajasthan Nursing Council, and certain private nursing and paramedical institutions among the respondents.

During the hearing, counsel for RUHS argued that proceeding with counseling before finalizing the NOCs could lead to discrepancies and irregularities in the admission process. The State’s Additional Advocate General, Narendra Singh Rajpurohit, concurred, stating that his instructions were also to allow counseling only after NOCs had been properly addressed.

Finding the joint position of RUHS and the State reasonable, the court ordered that the counseling process be halted until further orders. The bench noted that, ordinarily, it would be reluctant to suspend the entire counseling process given the larger public interest, but in this case, the move was necessary to prevent deviations in the nursing courses and avoid creating conflicting rights for students.

The court has directed the State to resolve the NOC issues “preferably within two weeks” and has allowed any party to move an application for resuming counseling once the NOCs are cleared. The matter will be listed again after two weeks for further consideration.

This interim order impacts numerous nursing aspirants across Rajasthan who were preparing to participate in the admission counseling process for the upcoming academic session. The resolution of the NOC issue will now determine when the process can move forward.
