The Appointments Committee of the Cabinet (ACC) has approved the repatriation of Shri Manoj Kumar, IRS (Income Tax: 1994 batch), who was serving as Additional Secretary in the Department of Investment and Public Asset Management (DIPAM), Ministry of Finance, to his parent cadre on personal grounds.
The decision was communicated through an official order issued by the Department of Personnel and Training (DoPT)on June 12, 2026.
ACC Clears Repatriation Request
According to the notification, the ACC approved the repatriation of Manoj Kumar from his current assignment in DIPAM back to the Indian Revenue Service (Income Tax) cadre, to which he originally belongs.
The order specifically states that the repatriation has been approved “on personal grounds.” No further details regarding the reasons for the request were disclosed in the notification.
Key Position in DIPAM
As Additional Secretary in DIPAM, Manoj Kumar was part of the senior leadership of the department responsible for managing the Government of India’s disinvestment programme, strategic sale initiatives, and public asset management policies.
DIPAM plays a crucial role in formulating and implementing policies related to the management of central public sector enterprises and the government’s investment holdings.
What Repatriation Means
In government service, repatriation refers to the return of an officer serving on deputation or in a central assignment back to their original cadre or parent service. Such requests may be considered by the competent authority based on administrative requirements or personal circumstances.
With the ACC’s approval, Manoj Kumar will now return to his parent IRS (Income Tax) cadre, where further posting orders are expected to be issued separately by the concerned authorities.
Official Order Issued by DoPT
The order was issued under File No. 36/02/2026-EO(SM-I) by the Appointments Committee of the Cabinet, Government of India, and signed by Annies Kanmani Joy, Director, Department of Personnel and Training.
The communication has been circulated to senior constitutional and administrative authorities, including the Cabinet Secretary, Principal Secretary to the Prime Minister, various Union Ministries, and state governments for necessary action.
