In a major step toward enhancing passenger convenience and compliance, Hon’ble Minister of State for Finance, Pankaj Chaudhary, today launched a comprehensive Guide for International Travellers aimed at creating awareness about the newly notified Baggage Rules, 2026.
The guide, issued by the Central Board of Indirect Taxes and Customs (CBIC) under the Ministry of Finance, seeks to simplify customs procedures, promote transparency, and ensure a smooth, hassle-free travel experience for international passengers arriving in India.
A Modernised Baggage Framework
The updated guide reflects the significant reforms introduced under the Baggage Rules, 2026, which came into force on February 2, 2026. It provides clear and easy-to-understand information on:
- Duty-free baggage allowances
- Special jewellery provisions
- Currency declaration norms
- Transfer of Residence (TR) benefits
- Temporary import and export certificates
- Pet import regulations
- Digital declaration processes
The framework has been aligned with contemporary travel realities, addressing genuine passenger concerns while reducing procedural delays and unnecessary detention of goods.
Key Highlights of the Guide
Among the major features outlined in the guide:
- Duty-Free Allowances:
Residents, tourists of Indian origin, and foreigners with valid non-tourist visas are eligible for a duty-free allowance of ₹75,000 when arriving by air or sea (excluding land borders). Tourists of foreign origin are eligible for ₹25,000. - Jewellery Allowance Simplified:
Special jewellery allowances are now prescribed purely on a weight basis, removing outdated value caps. Eligible female passengers may bring up to 40 grams duty-free, while other eligible passengers may bring up to 20 grams. - Transfer of Residence (TR) Benefits Rationalised:
TR benefits have been streamlined with simplified value caps based on duration of stay abroad, extending benefits to foreign professionals staying long-term in India. - Consolidated Concessions:
One new laptop (for passengers aged 18 years and above) is allowed duty-free. Provisions for pet import have also been integrated into the Rules with structured clearance through Animal Quarantine authorities. - Clear Red and Green Channel Guidance:
The guide clearly explains when passengers must use the Red Channel for declaration and when they may proceed through the Green Channel.
Digital Push Through ATITHI 2.0
A major reform under the new regime is the strengthened digital declaration system via the ATITHI 2.0 mobile application and web portal. Passengers carrying dutiable or prohibited goods are required to file electronic declarations (Form CBD-I) up to three days prior to arrival.
The platform enables:
- Advance baggage and currency declarations
- Predictable duty computation
- Online payments
- Export and temporary import certificates
- Pet declaration processing
This digital initiative is expected to significantly reduce airport congestion and waiting times, especially during peak international arrivals.
Transparency and Compliance
The guide also clearly outlines penal provisions under the Customs Act, 1962, cautioning passengers against non-declaration, mis-declaration, or concealment of goods. Violations may attract confiscation, fines, penalties, or prosecution.
In addition, detailed grievance redressal mechanisms and contact details of Customs formations across India have been provided to ensure accountability and passenger support.
Passenger-Centric Reform
Speaking on the occasion, officials emphasized that the new guide is designed as a practical reference document for travellers. While it does not carry legal authority, it consolidates key provisions of the Baggage Rules, 2026 and the Customs Baggage (Declaration and Processing) Regulations, 2026 in a user-friendly format.
Indian Customs reiterated its commitment to facilitating legitimate travel while ensuring compliance with the law. Passengers have been encouraged to make truthful declarations and use digital platforms for a seamless arrival experience.
With global mobility increasing and international travel rebounding strongly, the launch of this comprehensive guide marks a significant step toward modern, transparent, and technology-driven customs administration in India.
