India Initiates Anti-Dumping Probe into Swiss Imports of Methyl Acetoacetate

The Directorate General of Trade Remedies (DGTR), under the Ministry of Commerce and Industry, has announced the initiation of an anti-dumping investigation into the imports of "Methyl Acetoacetate" (MAA) originating in or exported from Switzerland.

The move comes in response to an application filed by domestic producer Laxmi Organic Industries Ltd, alleging that dumped imports are causing material injury to the Indian industry.

The application, supported by another domestic producer Jubilant Ingrevia Ltd, claims that MAA imports from Switzerland are being sold in India at unfairly low prices, resulting in increased volumes that are adversely impacting domestic production, profitability, and returns.

MAA is a key chemical used in the pharmaceutical, agrochemical, and polymer industries, and is also applied as a flavouring agent and in colourants. Classified under the Customs Tariff sub-heading 29183040, it is a clear, colourless liquid with a chemical formula of C5H8O3.

According to DGTR, there is sufficient prima facie evidence of dumping and resultant injury. The period of investigation spans January to December 2024, while the injury analysis period extends back to April 2021. Based on its preliminary analysis, the DGTR noted a significant dumping margin above de minimis levels.

The Authority stated it is satisfied that the application meets the requirements under the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995. The investigation aims to determine the existence, extent, and impact of alleged dumping and, if necessary, recommend the imposition of anti-dumping duty sufficient to remedy the injury to the domestic industry.

Interested parties have been invited to submit relevant information and participate in the proceedings, with deadlines set as per the prescribed rules. DGTR has also emphasized the importance of non-confidential versions of submissions to ensure transparency and procedural fairness.

This is part of India’s ongoing efforts to protect its domestic manufacturing sector from unfair trade practices under WTO-compliant mechanisms.
