ICAI Releases GST Act and Rule – Bare Law [DOWNLOAD NOW]

The Institute of Chartered Accountants of India (ICAI) has released the 11th revised edition of the “GST Act(s) and Rule(s) – Bare Law”, updated with all amendments made up to 31 October 2025. 

The publication, issued by the GST & Indirect Taxes Committee, consolidates the latest legal framework under the Goods and Services Tax (GST) regime, including changes introduced through the 56th GST Council Meeting and the Finance Act, 2025.

ICAI President CA Charanjot Singh Nanda noted in his foreword that GST has become the backbone of India’s indirect tax reforms, contributing to improved compliance, transparency, and efficiency. He highlighted the Government’s focus on simplifying procedures, rationalising rates, and strengthening digital systems. 

The updated compilation, he said, will serve as a “precise legal reference” for professionals navigating an evolving GST landscape.

Committee Chairman CA Rajendra Kumar P and Vice-Chairman CA. Umesh Sharma emphasised that bare acts play a crucial role by offering accurate legal text without interpretation. They acknowledged the need for regularly updated material as GST laws undergo frequent changes.

Key Highlights of the Updated Edition

Incorporates Finance Act, 2025 amendments, including changes to definitions, input tax credit clarifications, and appeal-related provisions.

Includes the newly inserted Section 148A – Track and Trace Mechanism, mandating unique identification markings for specified goods. Adds Section 122B, prescribing penalties for non-compliance with the tracking system.

Updates to Schedule III regarding SEZ/FTWZ warehoused goods being treated as supplies without GST implications in specific scenarios.

Revised provisions relating to annual returns, registration, refunds, appeals, and penalties.

Complete set of CGST, IGST, UTGST Acts and Rules, along with the GST (Compensation to States) Act. The publication remains one of ICAI’s most widely used reference materials and is furnished free of cost to members through various branches. The Committee reiterated its commitment to supporting professionals, taxpayers, and industry stakeholders through courses, conferences, and updated learning resources.
