FinMin Invites Retired Officers for Multiple Consultant Posts in GSTAT

The Ministry of Finance, has issued a comprehensive vacancy circular inviting applications from eligible retired government servants for engagement as Consultants on a contractual basis in the Goods and Services Tax Appellate Tribunal (GSTAT). 

The initiative aims to strengthen the administrative and judicial support structure of the Tribunal by leveraging the experience of retired officers from the Central Government, Supreme Court, and various Tribunals.

The vacancy circular covers multiple posts across different levels and locations, with detailed eligibility criteria.

Posts and Number of Vacancies

The Department has notified the following consultant positions to be filled on a contract basis:

  • Joint Registrar – 5 posts
  • Deputy Registrar – 6 posts
  • Principal Private Secretary – 10 posts
  • Assistant Registrar – 1 post
  • Senior Private Secretary – 16 posts
  • Court Officer – 14 posts
  • Private Secretary – 23 posts

The number of consultants to be engaged may vary depending on the organizational requirements of GSTAT.

Eligibility Criteria

For senior posts such as Joint Registrar and Deputy Registrar, applicants must be retired officers of the Central Government, Supreme Court, or Tribunals who have retired from an analogous post or from specified pay levels under the 7th Central Pay Commission, with a minimum of five years’ service at the relevant level.

In addition to service requirements, candidates must possess a Bachelor’s degree from a recognized university or institution. Experience in administration, establishment, or court matters is essential, ranging from two to six years depending on the post. For several positions, a Bachelor’s Degree in Law and prior experience in Customs, Central Excise, Service Tax, Value Added Tax, State Tax, or GST has been prescribed as a desirable qualification.

For stenographic cadre posts such as Principal Private Secretary, Senior Private Secretary, and Private Secretary, eligibility has been restricted to retired officers from the stenographer cadre of the Central Government, Supreme Court, or Tribunals, with service and pay level requirements specified for each post.

Age Limit and Tenure

Applicants must not be more than 62 years of age on the closing date of receipt of applications. The engagement will initially be for a period of one year, extendable annually up to a maximum of five years in total, subject to satisfactory performance and the consultant not exceeding 65 years of age.

Remuneration and Conditions

The remuneration of the consultants will be governed by the Department of Expenditure Office Memorandum No. 3-25/2020-E.IIIA dated December 9, 2020, along with subsequent instructions issued by the Government of India. The detailed terms and conditions of engagement, including duties and responsibilities.

The Department has retained the right to terminate the engagement of any consultant at any time, even during the first year, without assigning any reason. It also reserves the discretion to accept or reject any or all applications without providing justification.
