Manas Ranjan Mohanty and Naveen Kumar Jain Promoted as Chief Commissioners of Customs & Indirect Taxes

The Government of India has announced the promotion of Manas Ranjan Mohantyand Naveen Kumar Jain to the grade of Chief Commissioner of Customs & Indirect Taxes in the Indian Revenue Service (Customs & Indirect Taxes), as per the latest Office Order No. 57/2025 issued by the Ministry of Finance, Department of Revenue (Central Board of Indirect Taxes & Customs – CBIC).

Ad-hoc Promotion for Shri Manas Ranjan Mohanty

Shri Manas Ranjan Mohanty (Emp. ID: 753, Batch: 1992, DoB: 01.07.1967) has been empaneled and promoted on an ad-hoc basis in Level 16 of the Pay Matrix (HAG+), effective upon assuming charge, but not before April 1, 2025. However, this promotion is purely ad-hoc and does not confer any right for continued officiation or regular promotion in the said grade. Additionally, the period of service under this appointment will not be counted for seniority or further promotion, and the Government reserves the right to terminate the appointment at any time.

Until further notice, Shri Mohanty will assume charge on an in situ basis as per the instructions of the Competent Authority. The compliance report regarding his joining must be submitted immediately to the Board.

Regular Promotion for Shri Naveen Kumar Jain

Further, in continuation of Office Order No. 51/2025 dated March 13, 2025, the President of India has also approved the promotion of Shri Naveen Kumar Jain (Emp. Code: 749, Batch: 1992, DoB: 31.05.1966) to the same grade on a regular basis. His promotion is also in Level 16 of the Pay Matrix (HAG+) against the 2025 panel year. Shri Jain will assume the charge of the Chief Commissioner of Customs & Indirect Taxes on regular terms, unlike the ad-hoc promotion of Shri Mohanty.
