Govt. Appoints Senior IRS (Customs & Indirect Taxes) Officers To Key Diplomatic Positions In Customs Overseas Intelligence Network (COIN)

The Appointments Committee of the Cabinet (ACC) has approved the Department of Revenue’s proposal for the appointment of senior IRS (Customs & Indirect Taxes) officers to key diplomatic positions in the Customs Overseas Intelligence Network (COIN) across Indian Missions and Posts abroad.

The Customs Overseas Intelligence Network (COIN) is an initiative by India’s Directorate of Revenue Intelligence (DRI) (the primary anti-smuggling agency) to post Customs intelligence officers in Indian embassies and consulates abroad. The main objective of COIN is to gather and pass on intelligence from overseas to combat trade-based money laundering, smuggling, and other financial frauds that impact India’s economy. These officers, selected for their experience and performance, provide vital information to Indian agencies to help them take action against such illegal activities.

As per the official order issued by the Department of Personnel and Training (DoPT), a total of six officers have been appointed as First Secretary/Consul in Indian Missions located in Brussels, New York, Singapore, Moscow, Kathmandu, and Birgunj (Nepal). Additionally, one officer has been appointed as Second Secretary (Trade) at the Embassy of India in Brussels.

The appointments are for a period of three years from the date of assumption of charge or until further orders, whichever is earlier.

Strategic Significance of COIN Appointments

The Customs Overseas Intelligence Network (COIN) plays a crucial role in strengthening India’s international cooperation on trade, customs, and economic intelligence. Officers posted in these positions act as a bridge between India and the host country in matters relating to trade facilitation, anti-smuggling measures, customs cooperation, and monitoring global trade practices.The inclusion of officers in strategic global hubs like New York, Brussels, Singapore, and Moscow reflects India’s focus on expanding its international economic and trade diplomacy. Meanwhile, postings in Kathmandu and Birgunjunderline the importance of customs and trade relations with Nepal, a key regional partner.
