GST Designed to Be Fair, Uniform and Pro-Poor, Says Nirmala Sitharaman in Rajya Sabha

The Union Finance Minister Nirmala Sitharaman on Friday asserted in the Rajya Sabha that GST is a fair, non-discriminatory, and pro-poor tax system designed to ensure equity while maintaining administrative practicality.

Addressing concerns regarding the uniform nature of GST, the Finance Minister emphasized that GST is an indirect tax levied on consumption rather than income. “GST does not distinguish between individuals based on who they are. It is applied uniformly on what is consumed,” she said, underlining the foundational principle of neutrality embedded in the tax regime.

Relief for the Common Citizen

Highlighting the government’s commitment to protecting economically weaker sections, Sitharaman noted that the GST Council has ensured that essential commodities remain either fully exempt or taxed at minimal rates. Key daily-use items such as rice, wheat, pulses, atta, fruits, vegetables, milk, and eggs continue to remain outside the GST ambit, providing significant relief to households across the country.

She further added that even processed essentials—including tea, sugar, edible oils, and affordable clothing—are placed in the lowest tax slab of 5%, ensuring affordability for the masses.

Practical Challenges in Differential Taxation

Responding to suggestions of imposing differential tax rates based on income levels at the point of purchase, Sitharaman termed the idea impractical and difficult to implement. She explained that unlike direct taxes, indirect taxes like GST cannot feasibly distinguish between consumers based on income at the time of transaction.

“Differential taxation based on income during purchase is neither practical nor implementable,” she stated, reiterating that the current structure strikes a balance between efficiency and equity.

GST as a Pro-Poor Reform

Reaffirming the government’s stance, the Finance Minister described GST as a transformative reform aimed at simplifying the tax structure while safeguarding the interests of the common citizen. By keeping essential goods tax-free or minimally taxed, the system ensures that the tax burden does not disproportionately impact the poor.

She concluded by asserting that GST continues to evolve through consensus-driven decisions of the GST Council, maintaining its core objective of being a fair and inclusive tax regime.

The remarks come amid ongoing discussions on tax rationalisation and the need to balance revenue considerations with social equity, with the government reiterating its commitment to a citizen-centric approach in fiscal policymaking.
