Trump Signs Executive Order to Reduce Mortgage Costs, Expand Housing Affordability in US

US President Donald Trump has signed an executive order directing federal agencies to take measures aimed at reducing mortgage-related expenses, improving refinancing conditions and encouraging the development of affordable manufactured housing. The initiative seeks to ease homeownership costs through changes involving mortgage insurance, title insurance and government-backed housing loans.

US President Donald Trump has signed an executive order titled Decreasing Housing Costs for the American People, introducing measures aimed at reducing the financial burden associated with purchasing and refinancing single-family homes.

The order, signed on October 22, 2026, directs the Federal Housing Finance Agency (FHFA) to establish a pilot programme for reviewing mortgage insurance eligibility, expand an existing refinancing initiative and examine ways to reduce borrowing costs under certain government housing programmes.

It also establishes a task force to promote innovation in manufactured housing and identify measures that could make factory-built homes more affordable.

The announcement comes as housing affordability remains a major concern in the United States, where mortgage borrowing costs and home prices continue to influence the ability of households to purchase residential property.

Mortgage Insurance Cancellation Programme to Be Introduced

The executive order directs the FHFA to establish a pilot programme under which Fannie Mae and Freddie Mac can periodically review eligible single-family mortgage loans.

The proposed programme will use automated valuation models and other available information to assess the current market value of properties and identify borrowers who may qualify for mortgage insurance cancellation.

Under the arrangement, mortgage insurance could be cancelled when borrowers satisfy the applicable equity requirements and other conditions governing their loans.

The programme will also require procedures addressing payment history, financial safety and soundness and compliance with applicable contractual and regulatory requirements.

The order further directs the FHFA to ensure that mortgage servicers notify eligible borrowers promptly when they may qualify for cancellation.

The proposed mechanism is intended to reduce unnecessary documentation, appraisal expenses and administrative obstacles associated with the process.

However, the pilot will apply only to mortgages originated after the programme has been established. Existing borrowers will not automatically receive the benefits of the proposed arrangement.

Refinancing Costs Targeted Through Title Insurance Changes

The executive order also seeks to reduce expenses associated with refinancing residential mortgages.

Refinancing involves replacing an existing mortgage with a new loan, often to obtain different repayment terms or reduce monthly payments.

However, borrowers may face substantial closing expenses when completing such transactions.

Under the order, the FHFA is directed to consider expanding its existing title acceptance pilot into a permanent programme available nationwide through Fannie Mae and Freddie Mac.

The proposed arrangement would allow eligible refinancing transactions to use approved automated title reviews or other title-risk assessments instead of requiring a lender’s title insurance policy.

The FHFA will also examine whether eligibility can be extended to certain refinancing transactions involving higher loan-to-value ratios, provided title risks remain acceptable.

Other measures under consideration include reducing documentation requirements for qualifying limited cash-out refinancing transactions and reviewing certain fees imposed by the housing finance enterprises.

The order requires savings generated through the programme to be passed on to borrowers and lenders to inform borrowers about the reductions.

The actual financial benefit will depend on the transaction, the borrower’s eligibility and the implementation of the programme.

Federal Agencies Directed to Reduce Interest Rates on Certain Housing Loans

The executive order directs the Secretary of Agriculture and the Secretary of Veterans Affairs to reduce interest rates on single-family home loans made directly by their respective departments.

The changes are to be implemented in accordance with applicable laws and available appropriations.

The measure focuses on loans issued through the departments rather than establishing a general reduction in mortgage rates across the US housing market.

Consequently, borrowers will benefit only if they qualify for the relevant government-backed lending arrangements and the departments implement the required changes.

The initiative forms part of the administration’s broader effort to reduce financing expenses associated with homeownership.

Task Force to Promote Manufactured Housing

The executive order establishes the Task Force on Manufactured Housing Innovation to examine ways of improving the construction and availability of factory-built homes.

The task force will be co-chaired by the Secretary of Housing and Urban Development and the FHFA Director.

The Secretaries of Agriculture, Commerce and Veterans Affairs will also participate.

The task force has been directed to submit recommendations to the President within 180 days of the executive order.

Its work will include examining ways to simplify specifications, certifications, inspections and approvals across federal housing programmes.

It will also consider reducing duplicative reviews and regulatory requirements that unnecessarily increase the time and cost involved in producing manufactured and other factory-built homes.

The task force will examine how federal financing, insurance and guarantee programmes could encourage innovation and increase the production of affordable manufactured housing.

It will also assess whether federal grant funding could be used to encourage state and local authorities to adopt standardised permitting and licensing practices.

The recommendations are intended to promote more efficient housing construction while maintaining safety, quality and consumer protection requirements.

Housing Affordability Remains a Challenge

The executive order comes amid continuing concerns over the cost of homeownership in the United States.

Mortgage interest rates, property prices and additional transaction expenses influence the overall financial burden on prospective buyers.

The administration’s latest initiative focuses on reducing selected costs associated with mortgage financing rather than directly controlling residential property prices.

The proposed mortgage insurance programme could help qualifying borrowers avoid unnecessary insurance payments once they meet the applicable equity requirements.

Similarly, changes to refinancing procedures could reduce certain closing expenses for eligible homeowners.

The manufactured housing initiative is intended to address construction-related obstacles and encourage the development of alternative housing options.

However, the effectiveness of these measures will depend on their implementation and the extent to which they translate into actual savings for households.

Executive Order Introduces Targeted Housing Finance Reforms

President Trump’s executive order introduces several measures aimed at reducing mortgage-related expenses and improving access to homeownership.

The principal initiatives include a pilot programme for mortgage insurance cancellation, expansion of title insurance alternatives for refinancing, lower interest rates on certain government-issued housing loans and efforts to promote manufactured housing.

The order does not establish a universal reduction in mortgage rates or guarantee immediate savings for all homeowners.

Instead, it directs federal agencies to develop and implement changes within existing legal and regulatory frameworks.

The broader impact of the initiative will depend on the programmes’ eligibility requirements, implementation timelines and the financial benefits ultimately passed on to borrowers.

The measures represent an attempt to address selected housing finance costs, while the wider affordability challenge will continue to depend on mortgage rates, property prices and the availability of residential housing.
