Union Finance Minister Nirmala Sitharaman has emphasised that timely disciplinary action is essential to uphold the integrity and accountability of officers within the Central Goods and Services Tax (CGST) formations. Speaking after inaugurating the new CGST Bhawan in Ghaziabad, she asserted that institutions must hold their officers to the highest standards of professionalism and ethics.
Sitharaman proposed that the guiding motto for disciplinary matters should be, “गलत किया तो खैर नहीं, सही किया तो कोई बैर नहीं (Galat Kiya Toh Khair Nahi, Sahi Kiya Toh Koi Bair Nahi)”, which translates to “If you did wrong, you won’t be spared; if you did right, you have nothing to fear.”
Sitharaman stated that disciplinary proceedings against officials at various levels in CGST field formations should be concluded expeditiously and within the timelines prescribed by the Department of Personnel and Training (DoPT)and the Central Vigilance Commission (CVC).
She underscored that the swift conclusion of disciplinary proceedings reinforces internal accountability and dispels the perception of indifference or protectionism within the organisation—issues that can weaken the institution’s moral authority.
“It sends a clear message that misconduct, dereliction of duty, or unethical behaviour will not be tolerated,” the Finance Minister said.
Highlighting the need for balance, she observed that prolonged proceedings unfairly impact the morale and reputation of officers, especially those who are innocent. For those wrongfully accused, she noted, the early closure of proceedings brings relief and restores dignity.
The statement reflects the government’s push for transparency, accountability, and ethical conduct within revenue and tax administrations, ensuring that disciplinary mechanisms are both fair and time-bound.
