ED Initiates Probe in Corruption Case Involving Its Own Officer and CBI DSP

The Enforcement Directorate (ED) has launched an investigation into a corruption case involving its Assistant Director Vishal Deep, CBI DSP Balbir Singh, and two other individuals, Vikas Deep and Niraj. 

The ED has sought certified copies of the FIR and the complete charge sheet from the special CBI Court in Chandigarh.

The application filed by the ED was heard by Additional District and Sessions Judge Alka Malik, who allowed the request after the defense counsel for the accused raised no objections.

CBI Files Charge-Sheet Against ED and CBI Officers

The CBI has already submitted a charge-sheet against all the accused in the corruption case. The officials named in the charge-sheet include ED Assistant Director Vishal Deep, CBI DSP Balbir Singh, and Vishal’s relatives, Vikas Deep and Niraj. They have been charged under Section 7 of the Prevention of Corruption Act and Section 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita (BNS).

Background of the Case: Bribery Allegations and Investigation

The case dates back to December 22, 2024, when the CBI registered two FIRs against Vishal Deep following complaints from Bhupinder Kumar Sharma, Chairman of Dev Bhumi Group of Institutions, Una, and Rajneesh Bansal, Chairman of Himalayan Group of Professional Institutions, Sirmaur. The complainants accused Vishal and other ED officials of demanding bribes in exchange for not arresting them in cases against their institutions.

However, Vishal Deep has claimed that while investigating the proceeds of crime in the alleged Himachal Pradesh scholarship scam, he was coerced by DSP Balbir Singh and one of the complainants into accepting a bribe to dilute the charges against them.

CBI DSP’s Alleged Role in the Bribery Case

CBI DSP Balbir Singh was arrested after being questioned in connection with the bribery case. According to the preliminary probe, he played an active role by mediating a meeting between the complainant and accused Vishal Deep at Hotel Lalit on December 14, 2024. Further, he allegedly facilitated the delivery of the bribe on December 22, 2024, near Aerocity Road in Zirakpur, Mohali.

The case has raised serious concerns about corruption within investigating agencies. With the ED now formally seeking case documents, further legal proceedings are expected to unfold in the coming weeks.
