QRMP Scheme for Small Taxpayers up to ₹5 Crore: CBIC Highlights Quarterly Return & Monthly Payment Facility

The Ministry of Finance has reiterated the benefits and procedural ease of the Quarterly Return Monthly Payment (QRMP) Scheme, aimed at simplifying GST compliance for small taxpayers with an aggregate annual turnover of up to ₹5 crore for the financial year 2025–26.

The scheme allows eligible taxpayers to file GST returns quarterly while continuing to pay taxes on a monthly basis, striking a balance between compliance ease and revenue flow.

Who Can Opt for QRMP Scheme?

Registered taxpayers with turnover up to ₹5 crore can opt for the QRMP scheme through the GST portal. The option can be exercised from the first day of the second month of the preceding quarter till the last day of the first month of the relevant quarter.

For the upcoming financial cycle, the last date to opt for the QRMP scheme for Q1 of FY 2026–27 is 30th April 2026.

Importantly, taxpayers already availing the scheme are not required to opt in again.

How to Opt for the Scheme

Taxpayers can opt into the QRMP scheme by following these steps:

  • Log in to the GST portal (www.gst.gov.in)
  • Navigate to Services → Returns → Opt-in for Quarterly Return

Key Benefits of QRMP Scheme

The CBIC has emphasized several advantages of the scheme:

  • Quarterly Filing: File GSTR-1 and GSTR-3B once every quarter, reducing compliance burden
  • Flexible Invoice Furnishing Facility (IFF): Upload B2B invoices monthly to enable recipients to claim ITC
  • Ease of Payment: Pay tax monthly using:
    • Fixed Sum Method (pre-filled challan) or
    • Self-Assessment Method
  • Simplified Compliance: Self-assessment of ITC and tax once per quarter
  • Flexibility: Easy opt-in and opt-out options

Monthly Tax Payment Mechanism

Although returns are filed quarterly, taxpayers are required to deposit tax for the first two months of the quarter using either:

  • Fixed Sum Method (FSM) – based on previous tax liability
  • Self-Assessment Method (SAM) – based on actual outward supplies and ITC

The QRMP scheme was introduced through Notification No. 81 to 85/2020 – Central Tax along with Circular No. 143/13/2020-GST dated 10.11.2020, forming the regulatory framework for its implementation.

Conclusion

The QRMP scheme continues to be a key compliance reform under GST, aimed at reducing the filing burden on small taxpayers while maintaining regular tax inflow. With features like quarterly returns, monthly payments, and flexible invoice reporting, the scheme is positioned as a practical compliance tool for SMEs.
