DGFT Amends Handbook of Procedures 2023; Updates GIA Laboratory’s Legal Status in Dubai

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has issued Public Notice No. 47/2025-2026 announcing an amendment to Para 4.73(19) of the Handbook of Procedures (HBP) 2023 under the Foreign Trade Policy.

The amendment, notified with immediate effect, modifies the listed name of a recognized laboratory in Dubai, United Arab Emirates. Specifically, the entry at Serial No. 19 in Para 4.73 of HBP 2023 has been updated from “GIA Laboratory, DMCC, Dubai, UAE” to “GIA Laboratory, FZCO, Dubai, UAE.”

The change pertains to the suffix of the laboratory’s legal designation—from “DMCC” (Dubai Multi Commodities Centre) to “FZCO” (Free Zone Company). While the laboratory itself remains the same, the amendment reflects an update in its legal or corporate structure.

Para 4.73 of the Handbook of Procedures deals with recognized laboratories and agencies for certification and testing purposes in the context of foreign trade, particularly relevant to sectors such as gems and jewellery exports.

The amendment has been made in exercise of the powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy, 2023, which authorize the DGFT to notify procedural changes and clarifications to operationalize the policy framework.

The Public Notice was signed by Lav Agarwal, Director General of Foreign Trade and Ex-Officio Additional Secretary to the Government of India.
