The officers of Airport Commissionerate, Mumbai Customs Zone-III, made a high-stakes seizure of Hydroponic Weed (Marijuana) weighing 14.738 kilograms, with an estimated illicit market value of Rs. 14.73 crores, at the Chhatrapati Shivaji Maharaj International Airport (CSMIA), Mumbai.
The seizure was made on 04 August 2025, following specific intelligence inputs received by Customs officials. A passenger arriving from Bangkok on Malaysia Airlines flight MH194 was intercepted at the airport. During the examination of the passenger’s baggage, Customs officials uncovered a consignment of suspected narcotic substances, which, upon closer inspection, was identified as high-grade Hydroponic Weed.
What set this case apart was the deceptive method of concealment adopted by the accused. The narcotics were carefully packed inside envelopes bearing the official markings of the Ministry of External Affairs (MEA) and sealed with forged MEA tapes. The bag also contained fake confidential documents, including forged UNODC reports and fabricated “Top Secret Mission” files, all aimed at misleading enforcement authorities by passing off the consignment as Confidential Diplomatic Cargo linked to national security operations.
“This is an alarming trend where smugglers are now resorting to exploiting symbols of national and international institutions to escape scrutiny. The packaging of narcotics in faux diplomatic markings is a grave offense, not just under NDPS laws, but also a serious attempt to undermine national protocols,” said a senior Customs official involved in the operation.
The passenger was arrested immediately under the provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, and further investigations are underway to determine the extent of the smuggling network and possible international links.
Officials suspect that the operation may be part of a larger drug trafficking syndicate attempting to misuse diplomatic privileges for illicit gains. The use of Hydroponic cultivation techniques, which produce potent marijuana strains, also points to a sophisticated supply chain aimed at catering to high-end markets.
Customs authorities are coordinating with national and international agencies, including MEA and UNODC, to verify the authenticity of the forged materials and to trace the origin of the drug shipment.
This seizure marks yet another success in Mumbai Customs’ ongoing efforts to tighten surveillance and combat drug trafficking through India’s busiest international airport.
