India Imposes Anti-Dumping Duty on Linear Alkyl Benzene Imports from Iran and Qatar

The Indian government has officially imposed anti-dumping duties on imports of Linear Alkyl Benzene (LAB) originating from Iran and Qatar, following the findings of a detailed investigation by the Directorate General of Trade Remedies (DGTR). This move, announced via Notification No. 18/2025-Customs (ADD), is aimed at safeguarding the interests of domestic manufacturers.

LAB, a key raw material used in the production of detergents and cleaning products, was found to have been exported to India at prices significantly lower than the normal value, resulting in dumping and causing material injury to India’s domestic industry.

According to the final findings issued by the DGTR on March 26, 2025, the landed prices of these imports undercut the selling prices of domestic producers, causing substantial financial harm to the Indian chemical manufacturing sector. Based on this, the Ministry of Finance has decided to impose definitive anti-dumping duties ranging from USD 14 to USD 62 per metric ton on specified exporters from Iran and Qatar.

Key Duty Impositions:

USD 14/MT on LAB imported from Iran, specifically produced by Iran Chemical Industries Investment Co.

USD 54/MT on other Iranian producers or re-exported LAB via third countries.

USD 31/MT on LAB imported directly from SEEF Limited, Qatar.

USD 62/MT on other Qatari producers or re-exported LAB through third countries.

These duties will be in effect for a period of five years, unless modified earlier, and will be payable in Indian Rupees based on the exchange rate on the date of bill of entry presentation.

The move is expected to level the playing field for Indian LAB manufacturers who have been grappling with undercut pricing and loss of market share due to unfair trade practices.

This action underscores India’s commitment to protecting its industries against injurious imports while adhering to international trade norms under the WTO framework.
