CBIC Promotes 8 Officers to Chief Commissioner/Director General Grade in IRS (Customs & Indirect Taxes)

The Central Board of Indirect Taxes and Customs (CBIC) has notified the promotion of eight officers of the Indian Revenue Service (Customs & Indirect Taxes) to the grade of Chief Commissioner / Director General of Customs & Indirect Taxes in Level 16 of the Pay Matrix (HAG+).

The President of India has been pleased to promote the following five officers to the grade of Chief Commissioner / Director General of Customs & Indirect Taxes in Level 16 of the Pay Matrix (HAG+).

The promotions are against the panel year 2026 and will take effect from the date on which the officers assume charge of the promotional post. The promotions will remain effective until further orders.

The order specifically provides that the promotion will operate from the date of assumption of charge of the post.

In a separate provision, the President of India has also approved the promotion of three additional officers to the same grade of Chief Commissioner / Director General of Customs & Indirect Taxes, in Level 16 of the Pay Matrix (HAG+).

However, unlike the first group, their promotion is subject to a specific timing restriction. The order states that their promotion will take effect from the date of assumption of charge of the promotional post, but not prior to September 1, 2026.

Thus, the Office Order covers eight promotions in all, with the second group carrying the express stipulation that assumption of charge cannot take place before September 1, 2026.

The Office Order does not immediately assign regular postings to the promoted officers.

Paragraph 3 provides that their regular posting will be decided in due course with the approval of the Competent Authority.

Until such regular postings are decided, the officers are required to assume charge of their respective promotional posts in situ, meaning on an “as is where is” basis.

This arrangement enables the officers to assume the higher promotional grade without waiting for the finalisation of their regular postings.

The order also prescribes a specific reporting requirement following the promotions.

The compliance report regarding joining of the above officers is required to be sent to the Board, with a copy endorsed to ADG (IIRM-II), DGHRD, by September 5, 2026.

The order therefore places responsibility on the concerned administrative authorities to ensure that the joining and assumption of charge of the promoted officers are duly reported within the prescribed timeline.

The promotions are to the Chief Commissioner / Director General of Customs & Indirect Taxes grade in Level 16 of the Pay Matrix (HAG+).

The order is consequently significant from an administrative and cadre-management perspective, as it places the eight officers in one of the senior-most levels of the Indian Revenue Service (Customs & Indirect Taxes).

The first set of five officers is promoted with effect from the date of assumption of charge, while the second set of three officers is similarly promoted subject to the condition that their assumption of charge cannot be earlier than September 1, 2026.

The Office Order has been circulated to a wide range of senior authorities and offices within the Ministry of Finance and CBIC.

Copies have been marked to the officers concerned; Principal Chief Commissioners, Principal Directors General, Chief Commissioners and Directors General of Customs and Indirect Taxes; the offices of the Finance Minister, Minister of State for Finance, Revenue Secretary and Chairman, CBIC; all Members of CBIC; Commissioner (Coordination), CBIC; Principal Director General (Vigilance), CBIC; Chief Vigilance Officer, CBIC; and other concerned administrative authorities.

Copies have also been marked to the ADG (IIRM-I), DGHRD, ADG (HRM-II), DGHRD, the Directorate Systems for uploading the order on the CBIC website, and the Office Order folder.
