The Ministry of Commerce and Industry has issued the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026, mandating compulsory certification for a wide range of electrical appliances under the Bureau of Indian Standards (BIS), which will come into force from October 1, 2026.
The scope is expansive, covering 90 categories of electrical appliances.

Mandatory BIS Standard Mark Requirement
Under the order, all notified goods must conform to the relevant Indian Standard—IS 302 (Part 1): 2024 / IEC 60335-1: 2020—and must bear the BIS Standard Mark under a valid license in accordance with Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.
The Bureau of Indian Standards has been designated as the certification and enforcement authority for these products.
Relief Measures for MSMEs and Existing Stock
Recognizing the challenges for smaller businesses, the government has provided staggered compliance timelines:
- General industry: October 1, 2026
- Small enterprises: January 1, 2027
- Micro enterprises: April 1, 2027
Additionally, products manufactured or imported before the implementation date can be sold for up to six months, subject to declaration to BIS. Up to 200 units per year imported for research and development purposes are exempt, provided they are not sold commercially and are disposed of as scrap after use.
Exemptions and Scope Limitations
The order does not apply to products already covered under other QCOs or mandatory BIS certification regimes. Goods manufactured domestically for export purposes
Legal Consequences for Non-Compliance
Any violation of the provisions of the order will attract penalties under the Bureau of Indian Standards Act, 2016, reinforcing the government’s intent to ensure strict compliance and consumer safety.
