Centre Empanels 3 IRS Officers as Chief Commissioners in CBIC

The Ministry of Finance, has empanelled and promoted three senior officers of the Indian Revenue Service namely Kul Prakash Singh, Shiv Kumar Sharma and Partha Roy Chowdhury to the grade of Chief Commissioner or Director General of Customs and Indirect Taxes.

The decision was notified by the Department of Revenue under the Central Board of Indirect Taxes & Customs (CBIC) vide Office Order No. 28/2026 dated February 26, 2026.

Officers Promoted to Level 16 (HAG)

According to the office order, the following 1993-batch officers have been empanelled for promotion to Level 16 of the Pay Matrix (Higher Administrative Grade – HAG) for the panel year 2026:

  • Kul Prakash Singh (Date of Birth: 31.08.1968)
  • Shiv Kumar Sharma (Date of Birth: 16.08.1966)

In addition, Partha Roy Chowdhury (Date of Birth: 28.04.1967) has also been empanelled and promoted to the same grade. His promotion will take effect from the date of assumption of charge of the post, not prior to March 1, 2026.

Effective Date and Posting

The promotions will take effect from the date the officers assume charge of their respective posts and will remain valid until further orders. The order clarifies that their regular postings will be decided in due course with the approval of the competent authority.

Until formal postings are issued, the officers have been directed to assume charge of the promotional posts on an “in situ (as is where is)” basis.

Compliance and Reporting

The compliance report regarding the joining of the officers is required to be submitted to the Board immediately, with a copy endorsed to ADG (HRM-II), DGHRD.

The order was issued from Kartavya Bhawan in New Delhi and signed by the Under Secretary to the Government of India.
