Invest India Portal to Continue Hosting MOOWR Scheme Applications Until 31 October 2025: CBIC

The Central Board of Indirect Taxes and Customs (CBIC) has announced the continuation of the online application facility for the Manufacturing and Other Operations in Warehouse Regulations (MOOWR) Scheme through the Invest India portal until October 31, 2025. 

It is an important clarification issued on continuation of the MOOWR applications on the digital portal of Invest India for another 3 months to ensure   continuity for trade and step into a transition to a new electronic portal thereafter.

The circular, addressed to all Principal Chief Commissioners and other senior customs officials, cites operational ease, user familiarity, and the need for uninterrupted digital access as reasons for retaining the Invest India-hosted platform. The current portal — https://www.investindia.gov.in/bonded-manufacturing — will remain in use for submitting applications under Sections 58 and 65 of the Customs Act, 1962.

Jurisdictional Principal Commissioners and Commissioners of Customs will continue to process applications submitted through the portal in accordance with existing legal provisions. The CBIC also noted that an alternate digital model for MOOWR application submissions is under consideration, and a transition to a new electronic system will be implemented in due course. Detailed instructions on this transition will be issued separately.

The CBIC has requested field formations to promptly inform trade and industry associations about the continuation and to provide necessary assistance to ensure a seamless application process.

The notification emphasized the importance of maintaining continuity and ease of operations for applicants under the MOOWR scheme.
