India Extends Anti-Dumping Duty on Chinese PET Resin for 5 More Years to Protect Domestic Industry

The Central Government has extended the anti-dumping duty on imports of Polyethylene Terephthalate (PET) Resin having an intrinsic viscosity of 0.72 decilitres per gram or higher originating in or exported from China for a further period of five years. The decision has been notified by the Ministry of Finance through Notification No. 12/2026-Customs (ADD) dated June 19, 2026. 

The move follows a sunset review conducted by the Directorate General of Trade Remedies (DGTR), which concluded that the withdrawal of the existing anti-dumping duty would likely lead to continued or increased dumping of Chinese PET resin into the Indian market, causing material injury to domestic manufacturers. 

Background of the Review

The anti-dumping duty was originally imposed in March 2021 on imports of PET resin from China. As the duty was nearing expiry, the DGTR initiated a sunset review on September 23, 2025, under Section 9A(5) of the Customs Tariff Act, 1975 and Rule 23 of the Anti-Dumping Rules, 1995, to examine whether the duty should continue. 

Following its investigation, the DGTR issued its final findings on March 20, 2026, recommending continuation of the duty after determining that dumping and injury risks persisted. 

DGTR’s Key Findings

The DGTR found that the dumping margin and injury margin for Chinese producers remained positive and significant. Imports from China continued to increase at a substantial rate despite the existing duty. Imported goods were undercutting domestic prices, and in the absence of anti-dumping measures, such imports were likely to further suppress or depress prices of Indian manufacturers. 

Based on these findings, the authority concluded that discontinuation of the anti-dumping duty would likely result in continued injury to the domestic PET resin industry. 

Duty Structure

The notification imposes an anti-dumping duty of USD 200.66 per metric tonne on imports of PET resin having an intrinsic viscosity of 0.72 decilitres per gram or higher. The duty applies whether the goods are exported directly from China or routed through any third country. 

The covered product falls under tariff items:

  • 3907 61 10
  • 3907 61 90
  • 3907 69 30
  • 3907 69 90

The notification specifically excludes bottle-grade PET resin and recycled PET resin from its scope. 

Five-Year Validity

The anti-dumping duty will remain in force for five years from the date of publication of the notification in the Official Gazette, unless revoked, amended, or superseded earlier by the Government. The duty will be payable in Indian currency based on the applicable exchange rate notified under the Customs Act, 1962.
