DGFT Revises HS Code Description for Screws Under RoDTEP

The Directorate General of Foreign Trade (DGFT) has  revised the HS code description for screws under Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme to align with customs tariff norms.

Previously, HS Code 73181500 was narrowly described as: “Screw for use in manufacture of cellular mobile phone”.

This restrictive description has now been replaced with a broader and more generic classification: “Other screws and bolts, whether or not with their nuts or washers”

This change brings the RoDTEP classification in line with the corresponding entry under the First Schedule to the Customs Tariff Act, 1975.

The government clarified that the amendment is purely corrective in nature and is intended to align the RoDTEP schedule with the standard customs tariff classification. Such alignment is crucial to eliminate ambiguity, ensure uniform interpretation, and avoid disputes during export benefit claims.

The earlier description, being product-specific, had the potential to restrict eligibility or create confusion for exporters dealing in general fasteners falling under the same HS code.

The notification provides retrospective effect to the amendment from December 15, 2022. This means that the revised, broader description will apply to exports made from that date onwards.
