Empanelment of 92 IRS Officers as Commissioners for 2026 Notified

The Appointments Committee of the Cabinet (ACC) has approved the empanelment of 92 officers of the Indian Revenue Service (Customs & Indirect Taxes) for promotion to the grade of Commissioner of Customs & Indirect Taxes (Level 14 of the Pay Matrix) for the panel year 2026, as per an official order issued by the Department of Personnel and Training (DoPT) on 31 December 2025.

The empanelment will take effect from the date of assumption of charge of the post and will remain valid until further orders. The approvals were granted on proposals received from the Department of Revenue, Ministry of Finance.

The empanelment follows recommendations made by the Departmental Promotion Committee (DPC) and vetted at the highest level by the ACC, chaired by the Prime Minister.

Sealed Cover Procedure Invoked

The ACC has directed that the DPC recommendations for two officers namely Manvatkar Vijay Janrao and Deepak Sharma be kept in “sealed cover” for the panel year 2026, a procedure invoked when disciplinary or vigilance proceedings are pending.

Their cases will be reconsidered upon conclusion of the relevant proceedings.
