Delhi Customs Mandates E-Scheduling for Cargo Examination to Boost Transparency and Efficiency

The Central Board of Indirect Taxes and Customs (CBIC) has rolled out a system-based e-scheduling mechanism for the examination of import cargo, making it mandatory for all stakeholders to adopt the digital process.

The reform has been implemented through a Public Notice issued by the Office of the Principal Commissioner of Customs, Inland Container Depot (ICD), Patparganj in Delhi, dated April 2, 2026. The initiative is part of CBIC’s broader push towards leveraging technology to enhance transparency, reduce delays, and improve ease of doing business.

Digital Shift in Cargo Examination

The newly introduced system operates via the upgraded ICEGATE 2.0 platform and enables importers, IEC holders, and authorized customs brokers to electronically schedule, reschedule, and monitor cargo examinations.

Under the system, examination slots are automatically allocated based on officer availability, eliminating manual intervention and significantly reducing uncertainty and delays in cargo clearance.

Key Features of the E-Scheduling System

The e-scheduling facility introduces several operational improvements:

Automated Slot Allocation: Examination timings are assigned by the system, ensuring optimal utilization of officers and minimizing idle time.

Real-Time Tracking: Stakeholders can view pending, scheduled, and completed examinations online.

Flexible Rescheduling: Requests for rescheduling can be made electronically, with automated notifications sent to all concerned parties.

Improved Coordination: Custodians receive advance alerts, enabling better planning for cargo placement in examination areas.

Additionally, the system ensures a transparent and rule-based process, supported by system-generated audit trails and full visibility of examination status.

Controlled Administrative Oversight

While the system enhances automation, certain controls remain with customs authorities. Any rescheduling, placing an examination on hold, or removing it from the schedule can only be done by officers at the level of Assistant or Deputy Commissioner, and must be supported by recorded reasons.

ICEGATE Advisories Issued

To facilitate smooth implementation, ICEGATE has issued two advisories:

  1. Advisory for Trade (Feb 5, 2026): Enables importers and customs brokers to schedule and track examinations seamlessly.
  2. Customs Officer Module Advisory (Feb 20, 2026): Allows officers to manage examination requests, reassign examiners, modify schedules, and update examination status.

Mandatory Adoption for Stakeholders

The Public Notice clearly states that all stakeholders are required to use the e-scheduling module for examination of import cargo. This marks a shift from optional digital adoption to compulsory system-based processing.
