DGFT Seeks Stakeholder Feedback on Revised Unified Application Format for SCOMET Export Authorisations

The Directorate General of Foreign Trade (DGFT) has issued Trade Notice inviting comments from industry stakeholders on the draft revised Aayat Niryat Form (ANF) for obtaining authorisation to export SCOMET items—a category covering special chemicals, organisms, materials, equipment and technologies that have potential military, surveillance or dual-use applications. 

The notice, dated 31 October 2025, has been issued in accordance with Para 1.07A of the Foreign Trade Policy (FTP) 2023, which mandates stakeholder consultation before changes are made to policy procedures. 

What Has Been Proposed?

The DGFT has proposed a single consolidated and simplified application format for all types of SCOMET export authorisations, replacing multiple existing forms. The revised form aims to standardize the application documentation for all SCOMET export categories. Improve clarity and uniformity, reducing variations across different authorisation requests. Streamline processing by enabling easier verification and assessment by authorities. Support faster processing of applications through structured data fields

The revised format also expands the technical and compliance details required from exporters, particularly involving drones/UAV technical parameters such as payload, endurance, communication systems, and encryption details. Technology and software export data, including encryption algorithms and version information. End-use and end-user information transparency, particularly for foreign government and defence-linked buyers. Supply chain and banking details to ensure traceability and compliance.

Stakeholder Groups Expected to Respond

The DGFT has specifically called for inputs from exporters of SCOMET-listed products and technologies, defence and aerospace component manufacturers, UAV and drone manufacturers, Cybersecurity and encryption technology developers, Export Promotion Councils, and industry chambers and trade associations.

Given the strategic sensitivity of SCOMET exports, these consultations are considered important for balancing national security, regulatory compliance, and industry competitiveness.

Stakeholders have been given 30 days from the issuance of the notice to submit their comments. Submissions must be sent via email to scomet-dgft@nic.in.

SCOMET regulations form a key component of India’s non-proliferation commitments relating to the export of sensitive dual-use products. 

The reforms align with India’s efforts to promote domestic manufacturing under Make in India, strengthen export oversight in line with international frameworks such as Wassenaar Arrangement, MTCR, and Australia Group, and expand exports of high-technology products while ensuring national and global security compliance

A more streamlined application process is expected to reduce administrative delays and encourage broader participation of emerging defence-tech and aerospace enterprises in global supply chains.
