CGST Indore Decentralises GST Registration Processing; Range Offices to Handle New Applications from November 2025

In a significant administrative reform aimed at improving efficiency, transparency, and taxpayer convenience, the Central Goods and Services Tax (CGST) Indore Commissionerate has announced the decentralisation of processing of new GST registration applications. With effect from 1 November 2025, the responsibility for processing new registrations under Central jurisdiction will shift from the zonal-level Central Processing Cell (CPC) to the respective jurisdictional Range Offices. 

Shift from Centralised to Range-Level Processing

Until 31 October 2025, all new GST registration applications falling under the Central jurisdiction in Madhya Pradesh were being processed centrally by the CPC at the zonal level. However, the Commissionerate has now decided to decentralise this function, enabling Range Superintendents to process applications directly within their territorial jurisdiction.

Under the new arrangement all new GST registration applications whose Application Reference Number (ARN) is assigned to the Central jurisdiction will be processed by the respective Range Office from 1 November 2025 onwards. Applications already received and pending with the zonal CPC prior to this date will continue to be processed by the CPC until their final disposal, ensuring continuity and avoiding disruption to existing applicants.

Objective: Faster Processing and Greater Accountability

The decentralisation move is intended to bring the GST registration process closer to the field formations, reduce delays, and enhance accountability at the local level. By empowering Range Offices to handle registrations directly, the department aims to ensure quicker scrutiny, better understanding of local business realities, and more responsive administration.

Commissionerate-Level Grievance Redressal Cell Established

Alongside decentralisation, the CGST Indore Commissionerate has also strengthened its grievance redressal mechanism. In addition to the existing CPC Grievance Redressal Cell (CPC-GRC) at the zonal level (established earlier through Trade Notice No. 1/2025-26 dated 13 May 2025), a new Grievance Redressal Cell has now been set up at the Commissionerate level in Indore.

This new cell will address issues and difficulties faced by taxpayers during the GST registration process and will function in coordination with the zonal CPC-GRC to ensure timely resolution of complaints.

Dedicated Officers and Contact Details

The Commissionerate-level Grievance Redressal Cell will operate from GST Bhawan, Manik Bagh Palace, Indore, and will be overseen by a dedicated team comprising:

  • An Additional Commissioner,
  • Assistant Commissioner (Technical),
  • Superintendent (Systems), and
  • Tax Assistant

Taxpayers can submit grievances via the designated official email ID provided by the department. The cell has also been equipped with a dedicated phone line to facilitate communication.

Time-Bound Redressal Mechanism

To ensure effective grievance handling, the Trade Notice lays down clear timelines:

  • Acknowledgement within 48 hours of receipt of grievance.
  • Resolution or status update within 7 working days, depending on the complexity of the issue.

Each grievance must be submitted with mandatory details, including applicant name, ARN or TRN, date of application, jurisdiction (Centre/State), brief description of the issue, supporting documents (if any), and contact information.

Direct Monitoring by the Commissioner’s Office

Importantly, all grievances will be directly monitored by the office of the Commissioner, CGST & Central Excise, Indore, underscoring the seriousness with which taxpayer concerns are being addressed. The stated objective of this mechanism is to ensure prompt resolution of genuine grievances and to further enhance transparency and efficiency in GST registration processing.

Outreach to Trade and Industry

The Commissionerate has urged all officers, trade associations, chambers of commerce, industry bodies, and regional advisory committees under its jurisdiction to widely disseminate the contents of the Trade Notice among taxpayers and the business community, ensuring awareness and smooth implementation of the new system.

Addressing Implementation Issues

Any difficulties faced in implementing the decentralised processing system or grievance redressal mechanism may be reported directly to the Commissionerate through its official email channel, as specified in the Trade Notice
