Centre Imposes 5 Year Anti-Dumping Duty on Vietnam Steel Imports

The Finance Ministry has notified the imposition of anti-dumping duty on imports of hot-rolled flat products of alloy and non-alloy steel originating in or exported from Vietnam, following the final findings of the Directorate General of Trade Remedies (DGTR).  The duty will remain in force for five years unless revoked or amended earlier.

According to the final findings dated 13 August 2025, DGTR concluded the following:

Dumping Established:
Steel products from Vietnam were being exported to India at prices below their normal value, fulfilling the criteria for adverse dumping.

Material Injury to Domestic Industry:
The dumped imports caused significant injury to Indian steel manufacturers, impacting pricing, profitability, and market share.

Risk of Further Injury:
DGTR noted a continued threat of intensified injury if anti-dumping measures were not imposed urgently.

Based on these conclusions, DGTR recommended the levy of anti-dumping duties to restore fair trade conditions and protect the domestic steel sector.

The affected products fall under Customs Tariff Headings 7208, 7211, 7225, and 7226, covering Hot-rolled flat products of alloy or non-alloy steel; Not clad, not plated, not coated; Thickness up to 25 mm; Width up to 2100 mm

The notification clarifies that stainless steel hot-rolled flat products are excluded.

The anti-dumping duty varies by exporter/producer:

The duty will be payable in Indian Rupees, based on exchange rates notified under Section 14 of the Customs Act.
