Centre Extends Anti-Dumping Duty on Chinese Faced Glass Wool Rolls Till June 2026

The  Ministry of Finance has extended the anti-dumping duty on imports of Faced Glass Wool in Rolls originating in or exported from the People’s Republic of China, keeping the levy in force up to June 17, 2026

The  Faced Glass Wool in Rolls, classified under tariff heading 7019 of the First Schedule to the Customs Tariff Act, 1975, has been subject to anti-dumping duty since March 18, 2021. The duty was originally imposed following findings that imports from China were being dumped in the Indian market at prices causing injury to the domestic industry 

According to the notification, the Designated Authority initiated a sunset review on June 16, 2025, under Section 9A(5) of the Customs Tariff Act read with Rule 23 of the Anti-Dumping Rules, 1995. The review was undertaken to examine whether withdrawal of the duty would likely lead to continuation or recurrence of dumping and injury to Indian manufacturers.

Pending the outcome of the review, the Designated Authority recommended continuation of the existing anti-dumping duty. Acting on this request, the Central Government exercised its powers under Sections 9A(1) and 9A(5) of the Customs Tariff Act and amended the original notification to extend the validity of the duty.

The amendment inserts a new paragraph clarifying that, notwithstanding earlier provisions, the anti-dumping duty shall remain operative up to and including June 17, 2026, unless it is revoked, superseded, or modified earlier through a subsequent notification.

Faced glass wool in rolls is widely used as a thermal and acoustic insulation material in construction and industrial applications. The continuation of the duty is aimed at providing interim protection to domestic producers against allegedly unfairly priced imports while the review process is underway.

The original anti-dumping notification issued in March 2021 had last been amended in December 2021. With the latest extension, importers of the subject goods from China will continue to be liable to pay the prescribed anti-dumping duty until a final decision is taken on the sunset review or until the revised expiry date in June 2026.
