The Appointments Committee of the Cabinet (ACC) has approved the empanelment of senior officers of the Indian Revenue Service (Customs & Indirect Taxes) for promotion to the grade of Principal Commissioner of Customs & Indirect Taxes for the panel year 2026, as per an official order issued by the Department of Personnel and Training (DoPT) on January 3, 2026.
The empanelment is in Level 15 of the Pay Matrix and will be effective from the date the officers assume charge of their respective posts, remaining valid until further orders.

Two Officers Kept Under Sealed Cover
The order further states that the Departmental Promotion Committee (DPC) recommendations concerning Shri Rajiv Ranjan and Shri S. Ravi Selvan have been kept under the sealed cover procedure for the panel year 2026. Their cases will be considered in accordance with service rules once the pending issues, if any, are resolved.
Administrative Importance
The promotion of officers to the rank of Principal Commissioner is a significant administrative step, as these officers occupy key leadership roles in Customs administration, GST enforcement, revenue collection, policy implementation, and adjudication across the country.
