The Central Board of Indirect Taxes and Customs (CBIC) has extended the deadline for Sensitive Cargo Declarations till 30 September 2025.

The Board has notified Sea Cargo Manifest and Transshipment (Third Amendment) Regulations, 2025 to further amended Sea Cargo Manifest and Transshipment Regulations, 2018.

Regulation 13 of  Sea Cargo Manifest and Transshipment Regulations, 2018 empowers CBIC to impose penalties up to Rs. 50,000 for non-compliance. However, CBIC has urged officials not to take penal action during this grace period if stakeholders are genuinely making efforts to comply.

In the Sea Cargo Manifest and Transshipment Regulations, 2018, in the TABLE after FORM-XII against Sr. No. 6, in column (3), for the entry, the entry “30.09.2025” shall be substituted.

The key change pertains to the extension of the compliance deadline specified in the regulations. In the relevant table, under Sr. No. 6, the deadline in column (3) has been updated to “30.09.2025,” replacing the earlier entry. This notification aligns with the powers granted under sections of the Customs Act, 1962, including sections 30, 30A, 41, 41A, 53, 54, and others.
