Govt. Rescinds BIS Quality Control Orders on 12 Major Chemical and Polymer Products

The Ministry of Chemicals and Fertilizers has withdrawn a series of Bureau of Indian Standards (BIS) Quality Control Orders (QCOs) pertaining to key petrochemical and polymer materials. The orders, published in the Gazette of India (Extraordinary), have been rescinded with immediate effect in the public interest after consultation with the BIS under Section 16 of the Bureau of Indian Standards Act, 2016.

Products Affected

The rescission covers notifications previously issued between 2021 and 2024, relating to a wide range of essential raw materials used in India’s plastics, textiles, and chemical industries. The products for which BIS certification orders have been withdrawn include:

1. Terephthalic Acid – Notification S.O. 5437(E), dated December 24, 2021.
2. Ethylene Glycol – Notification S.O. 5435(E), dated December 24, 2021.
3. 100% Polyester Spun Grey and White Yarn – Notification S.O. 3195(E), dated July 17, 2023.
4. Polyester Industrial Yarn (IDY) – Notification S.O. 1652(E), dated April 5, 2022.
5. Polyester Staple Fibre (PSF) – Notification S.O. 1651(E), dated April 5, 2022.
6. Polyester Continuous Filament Fully Drawn Yarn (FDY) – Notification S.O. 3193(E), dated July 17, 2023.
7. Polyester Partially Oriented Yarn (POY) – Notification S.O. 3194(E), dated July 17, 2023.
8. Polyethylene Material for Moulding and Extrusion – Notification S.O. 1647(E), dated April 5, 2022.
9. Acrylonitrile Butadiene Styrene (ABS) – Notification S.O. 3927(E), dated September 13, 2021.
10. Polypropylene (PP) Material for Moulding and Extrusion – Notification S.O. 921(E), dated February 26, 2024.
11. Polyvinyl Chloride (PVC) Homopolymers – Notification S.O. 920(E), dated February 26, 2024.
12. Ethylene Vinyl Acetate (EVA) Copolymers – Notification S.O. 1643(E), dated April 5, 2022.
13. Polyurethanes – Notification S.O. 3931(E), dated September 13, 2021.
14. Polycarbonate – Notification S.O. 3930(E), dated September 13, 2021.

Reason for Withdrawal

Each order cites that the rescission is being carried out “in the public interest” after consultation with the Bureau of Indian Standards. The move effectively removes mandatory BIS certification requirements for these products, except with respect to acts already done or omitted under the earlier notifications.

Background

The rescinded QCOs were part of the Government of India’s broader initiative to enhance the quality ecosystem and reduce the inflow of substandard industrial materials. However, industry players, particularly in the petrochemical and textile sectors, had sought more time for compliance and raised concerns regarding testing infrastructure, certification costs, and impact on trade competitiveness.
