Anti-Dumping Duty on Polyol Imports from Saudi Arabia, UAE Extended Till June 17, 2026

The Ministry of Finance has extended the levy of anti-dumping duty on imports of Flexible Slabstock Polyol from Saudi Arabia and the United Arab Emirates up to June 17, 2026.

The extension has been notified by the Ministry of Finance (Department of Revenue) through Notification No. 01/2026–Customs (ADD) dated January 2, 2026, amending the earlier anti-dumping notification issued in April 2021. 

Flexible Slabstock Polyol, with a molecular weight ranging between 3000–4000, is a key raw material used in the manufacture of polyurethane foams, widely applied in furniture, mattresses, automotive seating, and insulation products. The product falls under Customs Tariff Heading 3907 29.

Anti-dumping duty on this product was originally imposed in April 2021 after authorities found that imports from Saudi Arabia and the UAE were being dumped into the Indian market at prices below their normal value, causing material injury to the domestic industry.

The Directorate General of Trade Remedies (DGTR), acting as the designated authority, initiated a sunset review on March 18, 2025, under Section 9A(5) of the Customs Tariff Act, 1975, read with Rule 23 of the Anti-Dumping Rules, 1995. The review examined whether the cessation of duty would likely lead to the continuation or recurrence of dumping and injury to Indian manufacturers. 

Following the initiation of the review, the DGTR recommended continuation of the anti-dumping duty pending completion of the investigation.

Accepting the request of the designated authority, the Central Government has now inserted a new paragraph in the original notification, providing that the anti-dumping duty shall remain in force up to and inclusive of June 17, 2026, unless it is revoked, superseded, or amended earlier. 

The extension has been carried out by exercising powers under Sections 9A(1) and 9A(5) of the Customs Tariff Act, 1975, read with Rules 18 and 23 of the Anti-Dumping Rules, 1995. These provisions allow the government to continue duties during the pendency of a sunset review to prevent injury to domestic industry.
