Anti-Dumping Duty on Flax Fabric Imports from China & Hong Kong Extended Till February 2026: FinMin

To protect domestic manufacturers, the Ministry of Finance (Department of Revenue) has extended the anti-dumping duty (ADD) on imports of Flax Fabric (woven fabric with more than 50% flax content) originating from China and Hong Kong until February 9, 2026.

The decision was notified via Notification No. 27/2025-Customs (ADD), issued on August 6, 2025. This follows a request from the Designated Authority under the Directorate General of Trade Remedies (DGTR), which initiated a sunset review investigation on March 29, 2025, to assess the need for continued imposition of the duty.

The original anti-dumping duty had been levied under Notification No. 35/2020-Customs (ADD) dated November 10, 2020. That duty targeted imports of flax fabric falling under tariff heading 5309 of the Customs Tariff Act, 1975, citing concerns over unfair trade practices and injury to Indian industry due to cheap imports.

The review was conducted in accordance with Rule 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995, and Section 9A of the Customs Tariff Act.

The anti-dumping duty will remain in force till February 9, 2026, unless revoked or modified earlier.

The duty aims to ensure a level playing field for Indian flax fabric manufacturers against underpriced imports.

Importers of flax fabric from the subject countries must continue to factor in the duty while planning shipments.

The government reiterated that the continuation of this duty is in public interest and essential to shield domestic players from injurious dumping practices.
