Amendments to SION A-290 for Metformin HCL Production; Changes in Unit of Measurement Take Immediate Effect: DGFT

The Directorate General of Foreign Trade (DGFT) has issued a Public Notice announcing amendments to the Standard Input Output Norms (SION) applicable to the export product Metformin Hydrochloride (HCL). 

The revisions specifically alter the Unit of Measurement (UOM) for two key import items—Dicyandiamide and DMF—used in the production process under SION A-290.

The notification, approved by the Additional Secretary and Director General of Foreign Trade, Ajay Bhadoo, was released for publication in the Gazette of India (Extraordinary) and carries immediate effect.

The changes relate to the UOM for the input materials required to manufacture 1 kg of Metformin HCL:

While the quantitative norms remain unchanged, the amendment standardizes and clarifies the UOM by explicitly defining the inputs in kilograms, removing earlier references to “kg/kg.” This change aims to prevent interpretational inconsistencies in the application of SION norms during import and export processes.
