The Central Board of Direct Taxes (CBDT) has released the Administrative Handbook 2026, showcasing a year of far-reaching reforms, institutional restructuring, and taxpayer-centric initiatives undertaken by the Income Tax Department during 2025–26.
The handbook serves as a comprehensive reference document for officers and stakeholders, while also reflecting the government’s broader push towards simplification, transparency, and ease of compliance in direct taxation.
New Income-tax Act, 2025: A Landmark Reform
A key highlight of the handbook is the enactment of the Income-tax Act, 2025, described as one of the most significant overhauls of India’s direct tax law in decades. The reform process began in July 2024 under the guidance of the CBDT, with the new Income-tax Bill introduced in the Lok Sabha on 13 February 2025. The legislation was enacted on 21 August 2025 and is scheduled to come into force from 1 April 2026.
The new Act drastically simplifies the tax framework by reducing the number of sections from 819 to 536, nearly halving the size of the statute. Redundant provisions have been eliminated, overlapping clauses consolidated, and complex provisos restructured into clearer and more coherent frameworks—while retaining the underlying tax policy intent. The reform aims to make tax law more readable, predictable, and accessible for taxpayers and administrators alike.
Strengthening Administrative Framework and Ethical Governance
The handbook also documents several institutional initiatives taken to enhance procedural clarity and administrative uniformity across the Income Tax Department. Notably, the Department released the Search and Seizure Manual, 2025, along with 18 other office procedure manuals, to standardise field-level practices.
In a move to reinforce ethical conduct and accountability, the Directorate of Vigilance published the Handbook of Do’s and Don’ts for Field Formations. Additionally, a booklet on the Misuse of Income-tax Provisions by RUPPs was issued, reflecting the Department’s focus on preventing abuse of tax provisions.
Emphasis on Non-Intrusive, Data-Driven Compliance
The year also saw increased reliance on non-intrusive compliance mechanisms. An Approach Paper was released at the 22nd All India TDS Conference, 2025, to enhance the effectiveness of NUDGE (Non-Intrusive Usage of Data to Guide and Enable) initiatives. India’s approach received international recognition when the OECD’s 2024 report highlighted India’s NUDGE awareness campaign as a successful example of using global tax transparency data to promote voluntary compliance.
These measures indicate a calibrated shift towards risk-based, analytics-driven, and taxpayer-friendly enforcement, moving away from adversarial tax administration.
Nationwide Taxpayer Outreach and Awareness
The Directorate of Income-tax (Public Relations, Publications & Publicity) conducted extensive Pan-India taxpayer outreach programmes, particularly targeting Tier-2 and Tier-3 cities. Taxpayer hubs were established across regions—from Siliguri and Vadodara to Chandigarh and Madurai—ensuring broad geographic coverage.
As part of taxpayer education efforts, 50 brochures covering topics such as the New Income-tax Act, 2025, TDS, MSMEs, and cooperative societies were published in English, Hindi, and multiple regional languages. To foster early awareness, the Directorate collaborated with CBSE to introduce income-tax comic books featuring popular characters Motu and Patlu, aimed at school students.
Officers’ Achievements and Institutional Pride
Beyond policy and administration, the handbook also highlights the achievements of Income Tax officers and staff in national and international sports, reflecting values of discipline, dedication, and teamwork—traits aligned with public service ethos.

Presented against a backdrop of legislative reform, administrative innovation, and enhanced taxpayer engagement, the Administrative Handbook 2026 is positioned as a vital reference document for effective governance and informed decision-making. The CBDT stated that the handbook reaffirms the Department’s commitment to building a fair, transparent, and well-administered revenue system in line with India’s evolving economic and governance priorities.
