India Imposes Anti-Dumping Duty on Vacuum Insulated Flasks from China

In a decisive move to safeguard domestic manufacturers, the Central Board of Indirect Taxes and Customs (CBIC) has imposed an anti-dumping duty on vacuum insulated flasks and similar stainless steel products imported from China. 

The decision follows an investigation by the Directorate General of Trade Remedies (DGTR), which found that these products were being imported at prices lower than their normal value, causing injury to Indian industries.

The notification, issued under No. 03/2025-Customs (ADD), states that these Chinese goods have been sold in India at unfairly low prices, leading to price undercutting and financial harm to Indian manufacturers. The anti-dumping duty of $1,732 per metric ton will be levied for five years, effective immediately.

Findings of the Investigation

The DGTR’s final report, published in December 2024, highlighted three key concerns:

  1. Dumping of Goods – Chinese exporters were selling vacuum insulated flasks and related products at below-market rates, creating unfair competition.
  2. Harm to Indian Industry – Indian manufacturers suffered significant financial losses due to these imports.
  3. Price Suppression – The low-cost imports forced Indian businesses to slash their prices, impacting profit margins.

Government’s Justification

Under the Customs Tariff Act, 1975, the government is authorized to impose duties to prevent market distortions caused by dumping practices. The CBIC has enforced this measure to ensure fair competition and protect local businesses from unfair pricing tactics.

Scope of the Duty

The anti-dumping duty applies to vacuum insulated flasks, bottles, mugs, carafes, and other vacuum-insulated stainless steel products. However, it excludes items such as:

  • Dispensers, casseroles, and lunch boxes
  • Single-walled flasks (without vacuum insulation)
  • Electric kettles and electric vacuum containers

Implications for the Indian Market

This move is expected to stabilize prices in the domestic market and boost local production. Experts believe it will encourage Indian manufacturers to scale up their operations without the pressure of unfair competition from overseas.
