The Gujarat Electricity Regulatory Commission, Gandhinagar has increased the Additional Surcharge by 18 paisa/kWh for the period of 1st October 2025 to 31st March 2026 for Open access consumers other than captive consumers. Earlier it was Rs. 0.82/kWh. It shall be Rs. 1/kWh from 1st October 2025.
The Commission vide order dated 12.03.2014 in Petition No. 1302 of 2013 decided the applicability and methodology of Additional Surcharge to the Open Access consumers, after consultation with all the Stakeholders.
GUVNL and four State Owned DISCOMs had filed an Appeal being Appeal No. 140 of 2014 before the APTEL against the said order dated 12.03.2014 read with Corrigendum dated 17.04.2014 on the limited aspects of the methodology for computing the Additional Surcharge decided therein which was disposed vide Order dated 01.10.2018 with a liberty to the Petitioners to file a Petition before the Commission for revision in methodology for computation of determination of Additional Surcharge for the future period and with a direction that such Petition may be considered on its merits by the Commission.
In pursuance to the said order, GUVNL and four State Owned DISCOMs filed Petition No. 1771 of 2018 for revision to be undertaken in the formula for computation of Additional Surcharge applicable for the future period. Meanwhile Federation of Kutch Industries Associations and Federation of Gujarat filed Petition No. 1747 of 2018 seeking determination, adjudication, regulation and clearer statutory enunciation of the methodology regarding Additional Surcharge.
The Commission on the Petitions revised methodology for calculation of Additional Surcharge payable by Open Access Consumers and directed GUVNL to submit the data duly certified by SLDC and Chartered Accountant for each 6 monthly period of October to March and April to September within 90 days of completion of the 6 months period.
The Commission decided that the said order shall be effective for calculation of the additional surcharge to be made applicable from 01.10.2022. Further, vide the said Order, it was decided that the Additional Surcharge shall be determined by the Commission on the submitted data for the subsequent 6 months period, i.e. the Additional Surcharge determined on the basis of data for April to September of a particular year shall be applicable for April to September period of next year and so on.
Based on the analysis of the data provided by GUVNL and application of the formula depicted in the Order dated 30.08.2022, Additional Surcharge is worked out at Rs. 1.00/ kWh (Calculation attached as Annexure A) applicable for the period of 1st October 2025 to 31st March 2026. While calculating Additional Surcharge, to work out Energy supplied to general body of consumers out of Scheduled Energy for meeting the requirement of general body of consumers, T & D losses i.e. lower of (i) normative T&D losses approved by the Commission for the year pertaining to data i.e. FY 2024- 25 (13.84%) and (ii) latest trued up T & D losses for the four State Discoms as a whole i.e. FY 2023-24 (13.37%), is considered as decided in the Order dated 30.08.2022.
Further, while calculating Additional Surcharge, to work out Network related cost paid by open access consumers through demand charges, percentage of 6.71% is considered, as depicted in Para 16.5 of the Order dated 30.08.2022.
