CBIC Rescinds Circular on Transshipment of Bangladeshi Export Cargo via India
In a significant policy shift, the Central Board of Indirect Taxes and Customs (CBIC) has rescinded Circular No. 29/2020-Customs dated 29th June 2020, which had provided a framework for the transshipment of export cargo from Bangladesh to third countries through Indian territory. The rescission was effected through the issuance of Circular No. 13/2025-Customs dated 8th April 2025.
The now-rescinded 2020 circular had enabled the movement of export cargo originating from Bangladesh through designated Indian Land Customs Stations (LCSs), allowing onward transport to specific ports and airports across India. This facilitative measure was aimed at enhancing regional connectivity and promoting trade between Bangladesh and third countries by using India as a transit corridor.
However, with the issuance of the new Circular No. 13/2025, CBIC has withdrawn this facility with immediate effect. As a result, fresh consignments of export cargo from Bangladesh will no longer be eligible for transshipment via Indian territory under the framework provided by the rescinded circular.
To ensure a smooth transition, CBIC has provided that cargo which has already entered India prior to the rescission date under the provisions of the 2020 circular will be permitted to complete its transit journey. Such consignments will continue to be governed by the procedures laid down in the earlier circular until they exit Indian territory.
Field formations have been instructed to strictly adhere to the updated policy. They have also been advised to report any practical challenges or difficulties faced during implementation to CBIC for timely redressal.
