The Directorate General of Trade Remedies (DGTR), under the Ministry of Commerce and Industry, has officially initiated an anti-dumping investigation concerning the imports of “Linear Low-Density Polyethylene” (LLDPE) originating in or exported from six countries: Kuwait, Malaysia, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia, and the United Arab Emirates.

The action follows an application submitted by the Chemicals and Petrochemicals Association of India (CPMA), representing major domestic producers such as Haldia Petrochemicals Limited (HPL) and HPCL-Mittal Energy Limited (HMEL), with support from Reliance Industries Limited.

What is LLDPE?

LLDPE is a copolymer used widely in the plastic processing industry to manufacture items such as packaging films, wire & cable insulation, injection-moulded products, and extrusion coatings. It is classified under HS Codes 3901 10 10 and 3901 40 10.

Grounds for the Investigation

The applicant association has alleged that LLDPE is being exported to India at unfairly low prices (dumping), causing significant injury to domestic producers. According to the DGTR, there is prima facie evidence indicating that the volume of dumped imports from these countries has increased, negatively affecting profitability and pricing in the Indian domestic market.

Despite a reported increase in market share for Indian producers during the period of investigation (January to December 2024), the DGTR observed that the price undercutting by foreign suppliers has led to price suppression and financial strain on Indian manufacturers.

The anti-dumping investigation will assess whether the imported LLDPE is being sold below normal value and whether such practices warrant the imposition of anti-dumping duties to protect domestic interests.

Consultation and UAE’s Objection

As part of procedural requirements, the Government of the UAE had requested a pre-initiation consultation under the India-UAE Comprehensive Economic Partnership Agreement. While the UAE sought exclusion from the investigation, the DGTR found sufficient evidence of dumping and injury, thereby including UAE among the subject countries.
