India Imposes Definitive Anti-Dumping Duty on Chinese Aluminium Foil Imports

The Ministry of Finance has announced the imposition of definitive anti-dumping duties on imports of aluminium foil (up to 80 microns thick) originating from or exported by China.

The decision comes following the final findings of the Directorate General of Trade Remedies (DGTR), which concluded that aluminium foil from China was being exported to India at dumped prices, causing material injury to domestic producers.

The anti-dumping duties, which replace provisional duties imposed earlier this year through Notification No. 02/2025-Customs (ADD), will be effective from March 17, 2025, for a period of five years (unless revoked or amended earlier). These duties are payable in Indian currency and are based on a range of USD 479 to USD 721 per metric tonne, depending on the Chinese manufacturer and exporter.

Key Findings from DGTR:

  • The subject goods were exported at prices significantly lower than their normal value in the domestic market of the exporting country.
  • Indian industry suffered material injury due to the influx of low-priced imports.
  • Causal link was established between dumped imports and the injury to the domestic industry.

Exemptions:

The duty excludes specific categories such as ultra-light gauge foil for insulation, certain capacitor foils, and foils for beer bottles, among others, as detailed in the annex of the notification.

This definitive duty aims to level the playing field for domestic manufacturers and deter unfair pricing practices by foreign exporters.
