Rs. 10.66 Crore GST Recovery Secured by Rohtak CGST Commissionerate After Arrest of Pharma Promoter

In a major enforcement action, the CGST Rohtak Commissionerate has secured a substantial cash recovery of Rs. 10.66 crore following the arrest of Shri Pavel Garg, Promoter and Owner of M/s Combitic Global Caplet Private Limited, in connection with large-scale GST evasion.

According to officials, the Anti-Evasion Wing of CGST Rohtak initiated an investigation after detecting suspicious transactions by the pharmaceutical company. The probe revealed that the accused had allegedly clandestinely supplied goods worth approximately Rs. 118 crore without payment of GST, resulting in an estimated tax evasion of Rs. 21.3 crore.

Based on the findings, Shri Pavel Garg was arrested on December 17, 2025, under the provisions of the Central Goods and Services Tax Act. His bail application was initially rejected by the Court of the Chief Judicial Magistrate (CJM), reflecting the gravity of the alleged offence.

Subsequently, while his bail application was pending before the Sessions Court, M/s Combitic Global Caplet Private Limited deposited ₹10.66 crore—nearly 50 per cent of the alleged evasion amount—on January 6, 2026. The amount was deposited voluntarily through Form DRC-03 using the company’s cash ledger.

Following this significant deposit, the Sessions Court granted bail to the accused. The matter was argued on behalf of the department by Shri Harpreet Singh, Special Public Prosecutor (SPP), who highlighted the seriousness of the economic offence and the scale of revenue loss caused to the exchequer.

Senior officials described the recovery as a major success for the Rohtak CGST Commissionerate, which is headed by Mr. Nitin Anand, Principal Commissioner. The department termed the recovery one of the largest cash deposits secured at the investigation stage in recent times in the region.

Officials further stated that the investigation is ongoing, and recovery proceedings for the remaining alleged evaded tax, along with interest and penalty, will continue in accordance with law. The case underscores the department’s firm stance against tax evasion and its commitment to protecting government revenue through strict enforcement actions.
